The honest answer is that it depends, and here is what it depends on.
That is true everywhere. The reference material that gets used is the material that answers a question you have at the moment you have it, and glamour has nothing to do with it.
Community norms: if you want to discuss how the community should work (not moderation decisions, which go in Meta) the Lounge is a place for that casual discussion.
The rule of thumb is fine; the edge cases are where it earns its keep.
A digression that keeps occurring to me: the most-linked documents here are the dullest ones. Nothing gets cited like the unit-arithmetic page.
I am aware this is the third time this month I have made this point.
Since the Lounge tolerates a digression: the thing I find most interesting about this community is how much of the useful material is negative. Half the value is knowing what a document does not establish.
Happy to be the one who is wrong here if it settles the question.

Humour: light, relevant humour is welcome. Cruel humour targeting individuals or groups is not.
I would call that likely rather than established.
