The question in the title: What a documentation review can and cannot tell you — a second dataset I will give what I have already checked below so nobody repeats it.

Posting a small dataset on documentation review. It is mine, it is uncontrolled, and the method is stated so it can be discounted appropriately.

What I would like is not agreement but a second dataset collected by someone with no stake in mine. If one exists I would rather read it than argue for this one.

Verified here means specific lots were independently measured on stated dates by named services and the results were consistent with the documentation. It is narrower than people assume and deliberately so.

Take it as a starting point and not as a specification.

The opening post describes the usual case. This is about the unusual one.

Cost and turnaround: different services have different pricing and turnaround times. Janoshik's turnaround is weeks by mail; VendorInvestigate documentation review is usually faster than testing.

Adding the measurement that post #3 says would settle it.

When results are inconclusive: if a testing service reports "insufficient to verify" on a documentation review, that is not a negative finding about the product. It means the documents did not contain enough to check.
